PROBLEM TO BE SOLVED: To obtain a lightweight plant cultivation bed or mat high in air permeability, water drainability and water-holding ability, by reusing wastes such as organic sludge produced by sewage treatment or the like.SOLUTION: The plant cultivation mat is obtained by filling the cellular space of a non-membranous porous structure having open cells with a fertilizer component-containing porous carbonaceous material or its mixture with natural soil or granular compost. In this mat, the fertilizer component-containing porous carbonaceous material is a carbonized product of organic sludge produced by sewage treatment or waste active carbon used for adsorbing and removing phosphorus, being preferably granular with a size of 10 μm to 10 mm, and the non-membranous porous structure, 10-95% in porosity, is preferably a macromolecular foam with open cells, fibrous woven/knitted net or fiber-entangled nonwoven fabric.
