The invention provides a Ti-B-R compound micro-alloying high-tenacity bending die steel and a preparation method thereof, belonging to the technical fields of steel metallurgy and material preparation. The die steel comprises the following components in mass percent: 0.38-0.45% of C, 0.17-0.37% of Si, 0.50-0.80% of Mn, 0.015-0.030% of Al, 0.90-1.20% of Cr, 0.12-0.18% of Mo, 0.03-0.09% of Ti, 0.002-0.004% of B, 0.02-0.05% of RE, not more than 0.02% of P, not more than 0.01% of S and the balance of Fe. The preparation method of the die steel comprises the following steps of: smelting descaled waste steel and iron alloy in an intermediate-frequency induction furnace, reducing slags into white slags, adding aluminum particles, titanium particles and mixed rare-earth cored wires, stirring for triple 2 minutes respectively, carrying out alloying treatment, pouring the alloyed molten steel into square ingots, thereby obtaining the Ti-B-R compound micro-alloying high-tenacity bending die steel. The strength and impact tenacity of the die steel provided by the invention are increased to above 15% and 70% respectively in comparison with 42CrMo, so that the service life of the die steel is largely prolonged.
