The invention belongs to the technical field of smelting and modifying superhigh manganese steel in steel metallurgy casting industry, especially relates to a novel technology for smelting and modifying superhigh manganese steel. The novel technology comprises a process of smelting superhigh manganese steel by using an arc furnace which consists of the following steps: fusing scrap steel in the furnace, blowing oxygen to boost melting, forming slag twice, testing components, adding Cr iron and Mn ferroalloy, obtaining steel after qualifying whole components, introducing an modificator into a ladle for performing a modify treatment to molten steel and performing an argon purifying treatment to the modified molten steel. The weight percentages of the formula of the modificator comprise: 10 to 20% of rare earth strontium alloy, 15 to 25% of sodium base glass powder, 10 to 20% of vanadium iron, 3 to 5% of titanium iron, 0.3 to 0.7% of boron iron and the balance of lime block, an addition of the modificator accounts for 3 - 4% of molten steel weight. Purifying time of argon is for 5 - 10 minutes, and argon blowing stops when a casting temperature value is reached. The casting quality can be obviously improved. Thereby, the mechanical performance is greatly improved for avoiding the fracture during using, and the wear resistance can be raised. The present invention enables a full utilization of resource material, and enhances the economic benefit.
